History
The history of the Special Communications Service dates back to August 1, 1939. In accordance with the Resolution of the Council of People's Commissars of the USSR dated June 17, 1939 No. 884-145c "On the reorganization of the courier communications of the NKVD of the USSR", a special liaison of the People's Commissariat of Communications was allocated from the staff of the NKVD of the USSR, which was charged with "transporting secret, top secret correspondence and precious metals from all departments from the center to the districts and back".
Over the course of many decades, the living conditions in the country changed, and along with this, the characteristics of the special communications service changed. The distant pre-war period, for example, was characterized by the formation and organization of special communications units throughout the republic, the selection of personnel, the development of documents regulating the activities of the service, the creation and strengthening of the material and technical base.
During the Great Patriotic War, many service personnel defended their homeland with weapons in their hands. The valor of the employees of the special communications service who fulfilled their military duty and fell during the Great Patriotic War is immortalized by a monument erected in 1947 by the village council of Bolshaya Moshanitsa in the territory of the Belynichi district of the Mogilev region.
In 1954, during the formation of the Ministry of Communications of the BSSR, the structure of the special communications service also changed: the special communications department was formed as part of the central office.
By Order of the Ministry of Communications of the BSSR dated 09/21/1973 No. 230, the Regional Special Communications Department of the Minsk OPTUS was renamed the Regional Special Communications Center of the Minsk OPTUS. By Order No. 142 of the USSR Ministry of Communications dated December 26, 1986, the Regional Special Communications Center of the Minsk OPTUS was reorganized into the Republican Special Communications Center (RUSS).
By Orders of the Ministry of Communications and Informatics of the Republic of Belarus dated September 27, 1996 No. 113 and the Republican State Association "Belpochta" dated October 30, 1996 No. 78 RUSS reorganized into the State Enterprise "Special Communications Node" (SE "Special Communications Node").
Since 10/30/2000, the State Enterprise "Special Communications Center" has been renamed the Republican Unitary Enterprise "Special Communications Center".
From 29.07.2004, by order of RO Belpochta dated 09.07.2004 No. 298, in the process of reorganization by joining the Republican Unitary Postal Enterprise Belpochta, the branch "Special Communications Hub" of RUE Belpochta was created.
Since June 4, 2018, by order of the Ministry of Communications and Informatization of the Republic of Belarus dated March 6, 2018 No. 74, the branch "Special Communication Node" of the RUE "Belpochta" was reorganized by separating into the republican unitary enterprise "Special Communication".
Throughout its decades of operation, Spetssvyaz has successfully coped with the tasks assigned to it for the fast and reliable transportation and delivery of special shipments from enterprises, departments, organizations and institutions of all types of ownership and individual entrepreneurs.
